The fiscal year 2027 ceiling is a maximum, not a guarantee that 17,500 people will be admitted. The determination says admissions may reach but may not exceed that number and remain subject to other presidential policies governing refugee entry and screening.

What the FY2027 determination does

Under section 207 of the Immigration and Nationality Act, the President set the annual refugee admissions ceiling at 17,500 for the fiscal year that began October 1, 2026. The document says the admissions will be allocated primarily among Afrikaners from South Africa under Executive Order 14204.

The word primarily matters. The determination does not state that every FY2027 refugee admission must be an Afrikaner, and it does not publish separate regional ceilings for other refugee populations.

Other refugee restrictions still apply

The determination expressly makes FY2027 admissions subject to other presidential actions. It cites Executive Order 14163, which suspends refugee entry except where the Secretaries of State and Homeland Security jointly determine that an admission is in the national interest and does not threaten U.S. security or welfare. It also cites Executive Order 14161, Executive Order 14204 and Proclamation 10998.

For people processed under Executive Order 14204, the President also invoked section 101(a)(42)(B) of the INA. If otherwise qualified, those applicants may be considered refugees for admission purposes while still in their country of nationality or habitual residence.

How this compares with fiscal year 2026

The FY2027 number is the same 17,500 ceiling reached during fiscal year 2026, but it comes from a separate annual determination. The original FY2026 ceiling was 7,500. A May 21, 2026 emergency determination raised it to 17,500 and allocated the additional admissions among Afrikaners from South Africa.

The new FY2027 determination again uses a 17,500 ceiling and again gives Afrikaners from South Africa priority, this time for the entire fiscal year 2027 admissions determination.
